The House of Representatives ad hoc committee investigating the alleged fictitious Presidential Foreign Intervention Promotion Council (PFIPC) has uncovered 58 bank accounts and 12 entities linked to its purported Director-General, Adeniyi Adeyemi.
The committee’s preliminary report, released on Wednesday by its chairman, Yusuf Adamu Gagdi, followed oral testimony, documentary evidence, financial records and submissions from several government agencies.
The PFIPC came under scrutiny after it was included in the 2026 Appropriation Bill, prompting the House to establish the investigative panel.
According to the committee, its investigation found that no valid Act of the National Assembly or presidential order established the PFIPC.
It also said evidence obtained from the State House indicated that the Presidency did not appoint Adeyemi as the organisation’s Director-General.
The panel said it found no evidence that Femi Gbajabiamila, Chief of Staff to President Bola Tinubu, signed Adeyemi’s appointment letter.
“The Committee therefore preliminarily finds that the purported appointment letter was fabricated and falsely attributed to the Presidency,” the report stated.
The committee said that if established through the appropriate criminal process, the alleged fabrication would amount to a serious attack on the integrity of the Presidency and the identity of the Federal Government.
It added that the alleged creation or use of a document suggesting that the President or his Chief of Staff had authorised the appointment to head a non-existent federal institution required “the most serious investigative and prosecutorial attention”.
12 entities linked to Adeyemi
The committee identified 12 entities and organisations allegedly linked to Adeyemi.
They include the Confederation of United Nations Youths; FCT Investment Promotion Agency and Public-Private Partnership; FCT Investment Promotion Council and Public-Private Partnership; Foreign Investment Promotion Agency; United Nations Youth Global Agency; and United Nations Youth Global Foundation.
Others are World United Nations Youth Global Foundation; World Entrepreneurship University Limited; World Enterprise University Limited; FCT Investment Promotion Act; FCT Promotion Agency; and Olubadan of Ibadan Foundation.
The committee said approximately 58 bank accounts were linked to the entities.
Reps accuse OAGF, Budget Office of lapses
The panel also said it uncovered a forged letter dated November 7, 2024, purportedly from the State House to the Office of the Accountant-General of the Federation (OAGF).
The letter allegedly requested the creation or issuance of an administrative code for the PFIPC.
According to the committee, the document was purportedly signed by Akambi Adewale, a name it said does not appear in State House records.
The committee accused the OAGF and Budget Office of the Federation of “institutional lapses” in their handling of the PFIPC matter.
It said the OAGF acknowledged that its response to the forged letter should have been sent through a properly authenticated official channel rather than being handed directly to Adeyemi.
“The committee considers it a serious administrative and security lapse that official correspondence addressed to the State House could allegedly have been collected by a person connected with the forged originating request.”
The panel said it was investigating whether the incident resulted from negligence, failure to follow verification requirements, breaches of correspondence procedures, wilful disregard of due process or deliberate facilitation.
However, it stressed that no officer would be condemned without a fair hearing.
The Budget Office, the committee said, made extensive submissions concerning its dealings with the purported organisation.
The panel added that preliminary evidence suggested the office had been presented with documents purporting to establish the PFIPC as a federal institution.
It maintained that verifying the legal existence of an institution was a fundamental requirement before recognising it within the Federal Budget Framework.
