A French inquiry into the security fiasco at the UEFA Champions League final in May has found it was caused by a litany of administrative errors and failings rather than Liverpool fans. Kalidou Koulibaly will arrive London on Wednesday to undergo his medical at Chelsea after a £33million fee was agreed with Napoli for the Senegalese international. Chelsea have confirmed the signing of England forward Raheem Sterling from Manchester City in a £50m deal.
