US President Donald Trump has pledged a $5,000 government “dividend” to every adult American if Republicans maintain control of both chambers of Congress in November’s midterm elections.
Trump made the promise on Wednesday at the Republican Party’s first-ever midterm convention in Dallas, Texas, transforming an electoral rally into a pitch that could put billions of dollars straight in Americans’ pockets.
“If the Republicans win the House of Representatives and the United States Senate, both of them,” Trump said, he would issue the payment “to every adult citizen in the United States of America for $5,000.”
According to Reuters, Trump referred to the planned payout as a dividend while providing no additional information about how the initiative would be funded or implemented.
According to ABC News, Trump promised the convention that if Republicans retained control of the House and Senate, he would provide a $5,000 “dividend” to every adult American.
According to the network, he stated that the plan was conceivable “because of our tremendous strength and success economically.”
Trump stated that the money would have to be spent within the United States.
“The only caveat I have is that the dividend that we’re making must be spent in the United States of America,” Reuters quoted him as saying.
The proposal would result in a significant federal outlay.
According to Reuters, paying $5,000 to around 270 million American adults may cost approximately $1.35 trillion. The news agency also reported that the proposal’s legality and practicality were unclear.
According to the Associated Press, the proposed payments would cost more than $1 trillion, leaving doubts about how they would be paid and administered. It also stated that Vice President JD Vance attempted to qualify Trump’s statement, implying that richer Americans could be excluded.
The commitment comes as Republicans battle to maintain their congressional majorities in the November 3 midterm elections, with all House seats and roughly one-third of Senate seats at stake.
Despite not being on the ballot, Trump attempted to make himself vital to the campaign by encouraging supporters to vote as if he were running.
According to ABC News, he told the crowd, “So I’m asking you to pretend that I’m on the ballot.” I am on the ballot. “I am on the ballot.”
The president’s current proposal mirrors an earlier suggestion for direct payments to Americans.
Forbes reported in February 2025 that Trump was mulling a “DOGE dividend” paid by savings achieved by the Department of Government Efficiency, after Elon Musk’s proposal for $5,000 return checks to taxpayers.
The original concept did not result in a $5,000 national payment.
Trump’s most recent declaration is thus a political pledge rather than a real federal payment program.
According to Reuters, any such system would require a funding and execution mechanism, with no further specifics available at this time.
The Republican Party’s convention takes place against a challenging political backdrop, with Reuters reporting that Trump’s favor ratings, as well as voter unhappiness with the economy and the Iran conflict, pose risks for Republican candidates seeking reelection.
