    NMDPRA opens 21-day consultation on anti-competitive petroleum rules

    The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has invited stakeholders to submit comments on its proposed Midstream and Downstream Petroleum (Prevention of Anti-Competitive Practices and Behaviour) Regulations.

    In a public notice issued on Thursday, the authority said the consultation is being conducted in compliance with Section 216(1) of the Petroleum Industry Act (PIA) 2021, which requires stakeholder engagement before regulations are finalised.

    The notice, signed by Rabiu Umar, chief executive officer (CEO) of the NMDPRA, said licensees, permit holders and other stakeholders have 21 days from the date of publication to submit comments on the proposed regulations.

    The authority urged stakeholders to review the draft regulations on its website before making their submissions.

    The NMDPRA also said all submissions must be made using the format provided on its website and received within the stipulated 21-day consultation period.

    According to the notice, enquiries and submissions should be addressed to the Authority Secretary and Legal Adviser via stakeholdersconsultation@nmdpra.gov.ng.

    The regulator also announced that a stakeholders’ consultation forum on the proposed regulations will be held on September 22 at its headquarters in the Central Business District, Abuja.

    On August 4, the NMDPRA CEO said the agency is working with the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) to enforce the domestic crude supply obligation, describing it as critical to supporting the country’s expanding refining industry.
