The Enugu State Structures for Signage and Advertisement Agency (ENSSAA) has introduced a mandatory ₦150 million advertising permit for political parties and candidates contesting the 2026 and 2027 local, state and federal elections.

The announcement was made on Monday by Francis Aninwike, general manager of the agency, during a management meeting at the agency’s headquarters in Enugu.

Speaking on the theme, Outdoor Promotion and Visual Campaign Guidelines for 2026 and 2027 General Elections, Aninwike said the permit grants parties and candidates the legal right to deploy campaign materials across all 17 local government areas.

The permit covers Rallies, Banners and billboards, Branded vehicles, T-shirts and caps, Handbills and buntings, Street campaign materials

According to him, payment must be made into the Enugu State Government account before any visual campaign begins.

“Every political party and candidate must obtain a campaign permit from ENSSAA before deploying any form of visual campaign or outdoor promotional materials,” Aninwike said.

The ENSSAA boss warned that campaign materials mounted without approval would be removed. Offenders may also face legal sanctions.

He added that only practitioners licensed by the Advertising Regulatory Council of Nigeria (ARCON) are authorised to erect and manage billboards or campaign structures in the state.

“No individual, political party or support group is permitted to erect billboards or advertisement structures in any part of Enugu State without going through licensed ARCON practitioners,” he stated.

Aninwike dismissed allegations that the rule could target opposition parties, insisting that the regulation applies uniformly to all candidates, including incumbents.

He said the policy is aimed at preventing visual pollution, protecting public infrastructure and maintaining professional standards in outdoor advertising.

The agency reiterated its commitment to ensuring orderly campaigns ahead of the 2026 and 2027 elections.
