The Rivers State Police Command has arrested Damian Chinaemerem Okoligwe, who allegedly maimed Otuene Justina Nkang in Port Harcourt. Justina was a 300-level biological chemistry student, and Damian was a 400-level student at the University of Port Harcourt, Rivers State.
