The Nigeria Security and Civil Defence Corps (NSCDC) in the Federal Capital Territory has arrested a 27-year-old man, Joseph Nanmwa Philips, for allegedly posing as a member of the National Youth Service Corps (NYSC) using forged documents.
Philips was recently paraded at the command headquarters by the FCT Commandant, Olusola Odumosu, who also dismissed allegations circulating online that the command engaged in unlawful detention and extortion.
Odumosu described the claims published by an online platform as “entirely baseless and malicious,” accusing the outlet of misrepresenting facts for sensational reporting.
According to the command, Philips, who is from Plateau State, was arrested on February 6, 2026, after allegedly using a forged NYSC call-up letter to secure a teaching placement at the International Model Science Academy in Kwali Area Council.
The suspect was apprehended by the NSCDC Kwali Division following complaints of forgery, hacking and impersonation linked to the National Mathematical Center.
When confronted, Philips reportedly admitted forging the NYSC call-up letter. The NYSC authorities also wrote to the command confirming that he was not a registered corps member.
Investigations further revealed that he signed his monthly clearance in Lugbe within the Abuja Municipal Area Council while teaching at a school located in Kwali Area Council.
N1.3m scholarship scam uncovered
NSCDC investigators also accused Philips of cloning university email addresses and defrauding seven parents of about N1.3 million.
The suspect allegedly collected the money under the pretence of helping their children secure scholarships at University of Cambridge and providing additional academic lessons.
Bail controversy clarified
The command also addressed claims that a N1.4 million payment was demanded for the suspect’s release.
According to the NSCDC, the amount referenced in the report was actually the money Philips was expected to refund to victims and not a bribe for bail.
“We are a credible institution with zero tolerance for corruption and no amount of money is charged for bail under any guise,” the command said.
Suspect still in custody
The agency confirmed that Philips remains in custody after failing to meet bail conditions and is being held under a valid remand order from a Magistrate Court in Wuse Zone 2.
Items recovered from the suspect include an NYSC uniform, a forged call-up letter and a bag containing hard drugs.
Warning to institutions
The NSCDC urged government institutions and private organisations to strengthen verification processes.
The command warned that if the suspect was able to secure a placement as a corps member for almost a year using fake documents, other impostors may still be operating undetected.
Separate detention allegation dismissed
Odumosu also rejected claims that the command unlawfully detained a 69-year-old man for 89 days.
According to the agency, the man was involved in a Criminal Breach of Trust case involving N217 million and was charged before the Federal High Court of Nigeria under a valid remand order.
The command attributed the allegations to a suspect currently on administrative bail, Chimezie Otuojo, accusing him of attempting to blackmail investigators and divert attention from an ongoing criminal investigation.
NSCDC warned that it may pursue legal action against media platforms that publish unverified information about the command.
