The United States is moving some of its military personnel from a base in Niger’s capital Niamey — where rebel officers seized power in a July coup — to another in the Agadez area, the Pentagon said Thursday. The Food and Agriculture Organization reported Friday that global rice prices rose to their highest level in 15 years in August as a result of India, the world’s largest rice exporter, banning some exports of the commodity.
