The Nigerian Civil Aviation Authority (NCAA) has sanctioned RwandAir over consumer protection-related infractions.
Michael Achimugu, the NCAA spokesperson, confirmed this in a post on his personal X handle on Friday.
The regulators slapped a N15 million fine on the airline for failing to settle a passenger’s baggage complaint within the specified deadline.
According to the regulatory authority, the fine was imposed because the airline failed to address the baggage issue in compliance with Nigerian aviation consumer protection regulations.
Furthermore, the NCAA ordered RwandAir to replace the passenger’s damaged luggage and pay $170 in first-need compensation.
The NCAA stated that the reimbursement was consistent with the requirements of Part 19 of the NCAA Regulations 2023, which provides compensation and other remedies to passengers harmed by baggage-related concerns.
The sanction demonstrates the authority’s commitment to upholding consumer protection legislation and ensuring that airlines operating in Nigeria resolve passenger complaints within the timeframe specified.
At various periods, the NCAA has levied restrictions on both domestic and international carriers.
The authority said, “The NCAA has sanctioned Rwand Air for consumer protection-related infractions. The airline has been fined a sum of fifteen million naira for its failure to resolve a baggage issue within the stipulated timeframe.
“In addition, Rwand Air has been asked to replace the passenger’s damaged bag and pay 170 dollars as first-need compensation as stipulated by Part 19 of the NCAA Regulations 2023.”
Five local airlines, including Rwand Air, were sanctioned by the Nigeria Civil Aviation Authority for various breaches in February 2025, with varying fines being considered.
Airlines affected include Royal Air Maroc, Arik Air, Ethiopian Airlines, Aero Contractors, and Air Peace.
The BCAA has warned airlines that failing to handle refunds within the time range provided in Part 19 of the NCAA Regulations 2023 could result in a penalty.
